Im not exactly sure if its a bug or its a new feature but after the remaster update came out, you were and still are able to hold as many whale keys as you want. Before the remaster update, either I was unluckly, or it wasn't a feature but you could only hold 1 whale key.

Before the remaster when you had a key in you inventory the % of getting 1 ag where lowerd, to not let you have alot of keys at once. I think they just chance the way how it works now.
