Maybe the weather could be offer boosts to the player when fishing within proximity to a storm such as a 5% boost to rarity in a small rain storm. The boosts increase with the severity of the storm but so does the risk. Severe storms could have lightning strikes that scale in frequency with the severity of the storm. If a boat is hit by lightning, it will destroy most standard health boats, dealing damage to all passengers as-well. Lightning will hit random areas, not just boats of course.
